We are proud to announce Clive Balchin as Reform UK’s candidate for the upcoming by-election in the Hareholme and Waterfoot ward on Rossendale Borough Council.
Clive is standing on behalf of Reform UK and brings with him real experience, local knowledge and a proven track record of standing up for residents.
Clive lives in the ward he is seeking to represent and is deeply rooted in the local community. He understands the everyday issues facing families, businesses and neighbourhoods across Hareholme and Waterfoot, and is committed to being a visible, active and accountable councillor.

Many residents will already know Clive from his work as a county councillor on Lancashire County Council, where he has represented Mid-Rossendale for Reform UK. Before that, Clive stood for UKIP back in the day (the proper one) and has a long history of challenging the political establishment and speaking up for ordinary people.
If elected to Rossendale Borough Council, Clive will work closely with our Deputy Chair, Mackenzie Ritson, who was elected to the council in June 2025. Together, they will form a strong and united Reform UK team, focused on common-sense policies, local accountability and delivering real value for residents.
This by-election comes at a crucial time for the borough. Rossendale needs councillors who will put local people first, challenge waste and poor decision-making, and stand firmly against the political chaos and ideology that residents are increasingly rejecting.
Clive offers a serious, local and experienced alternative, a candidate who lives in the community, understands its needs, and is ready to be a strong voice for Hareholme and Waterfoot on Rossendale Borough Council.
